
Regarding whether hijrah is highly recommended or obligatory
“Allah Commands us the Taqwa (righteousness, piety) in many verses of Qur'an and one example is as follows:
Allah Says (interpretation of meaning): {O you who believe! Fear Allâh (by doing all that He has ordered and by abstaining from all that He has forbidden) as He should be feared. [Obey Him, be thankful to Him, and remember Him always], and die not except in a state of Islâm (as Muslims) with complete submission to Allâh.} [Quran 3: 102].
Ibn Rajab said: "The complete Taqwa is practicing obligations, avoiding prohibitions and doubts. Doing desirable acts and avoiding undesirable acts is also from Taqwa.
